Execution respects Android's reality that only one app hand-off can happen per command: non-leaving steps (silent alarm/timer, an answer, a saved note) run inline, then the leaving steps run. A plan with more than one leaving step (or any low-confidence / sensitive step) is marked Command.confirm so the user sees and approves it before anything fires.
Single-intent convenience for callers that don't build a plan.
